1.Preheat oven to 425°f (220°c)
2.In a bowl, mix flour, sugar, baking powder and salt. Cut in butter until mixture resembles coarse crumbs. Stir in half-and-half until just moistened.
3.Fold in cranberries and orange zest.
4.Put on light dusted surface and lightly knead the mixture so it comes together. Do not over knead or try to make a smooth dough. It has to be crumbly and coarse.
5.Roll out 1 inch thick and cut into wedges.
6.Brush tops with remaining half and half.
7.Bake separately, an inch or so apart, for 15-20 minutes till golden.
8.Cool on a wire rack.
